Kerry in China: N. Korea, Iran and Syria Main Concerns

US Secretary of State John Kerry told Chinese President Xi Jinping on Saturday that “the world is facing a critical time", citing tensions on the Korean peninsula, Iran's nuclear program and the conflict in Syria.
John Kerry"Mr. President, this is obviously a critical time with some very challenging issues," Kerry told Xi in the Great Hall of the People in Beijing.

"Issues on the Korean peninsula, the challenge of Iran and nuclear weapons, Syria and the Middle East, and economies around the world that are in need of a Boost,” Kerry said.

The US secretary of State had arrived from South Korea earlier to press Beijing, North Korea’s major ally, to help defuse nuclear tensions on the Korean peninsula ahead of an expected missile launch by the North.

In contrast, the Chinese president did not refer to the issued raised by Kerry, but rather stated that US-China relationship was "at a new historical stage and has got off to a good start".

‘Holocaust Reparations’ Fraud Apparently Growing Bigger By the Day

In August last year I wrote an article entitled Swindler’s List: A Brief Look at the Holocaust Reparations Racket. The word “brief” in the title was intended to be droll. The article was actually more than 10,000 words. In it I discussed the efforts by Jewish organizations to seek/extort money from Germany, and more recently other countries as well, as reparations for alleged atrocities committed during the Nazi era, disbursements which have taken the form of payments made to individual “Holocaust survivors” as well as to the state of Israel.

These reparations began to be paid out in 1952, and have been ongoing ever since, but in 2009 revelations came out concerning massive fraud within the Claims Conference, the Jewish organization placed in charge of handling the reparations payments from Germany. The fraud, which has resulted in arrests, took the form of “recruiters” going out into the community and signing up Jews to file bogus claims as Holocaust victims. The scheme apparently went on for at least 16 years, dating back to 1993, with Claims Conference employees knowingly processing the fraudulent claims and the recruiters and would-be “survivors” collecting a share. How much money was involved? No one seems to know, and here in part is what I wrote on that matter:

Also interesting to note is that estimates of the total amount stolen have gone steadily upward with the passage of time. In December of 2009, roughly a month after the irregularities were discovered, the figure was put at $5 million. By February of 2010 this had risen to $7 million, and in November of 2010 to $42 million. Today, as I said, the number stands at $57 million, although officials acknowledge it could rise even higher. All of this, keep in mind, has been paid for by the German taxpayers.

Apparently now the fraud is expected to rise above even the $57 million mark. The Jewish newspaper, The Forward, has published a story headlined—“Was Holocaust Fraud at Claims Conference Even Worse than Believed?”—informing us, among other things, that court papers have been filed suggesting that federal prosecutors are attempting to clamp a lid on evidence that the fraud may be “even more widespread than the FBI and the U.S. Attorney’s office have so far revealed.”

In their court papers, prosecutors request that defense attorneys be barred from “eliciting testimony or introducing evidence at trial concerning purported improprieties in the Claims Conference’s administration of other compensation programs, including Germany’s Slave Labor Program and the Fund for Victims of Medical Experiments and Other Injuries.”

When asked about these references, a Claims Conference spokesman told the Forward: “The Claims Conference was a victim of an organized, complex crime. We will not comment on the defendants’ legal strategies and possible defense theories.”

The U.S. Attorney’s Office for the Southern District of New York also declined to comment beyond the statements contained in the prosecutors’ filing.

But some survivors who have long been critical of the Claims Conference are disappointed with the prosecutors’ request.

“It is very unfortunate to see the United States Attorney trying to prevent disclosure of the evidence of misconduct inside the Claims Conference,” said Leo Rechter, president of the National Association of Jewish Holocaust Survivors. “Grassroots survivor leaders have been trying for years to get law enforcement and elected officials to probe the lack of transparency and lack of accountability within the Claims Conference.”

As I had noted previously, the Claims Conference oversees a number of funds—all designated for reparations, but individually applicable only to certain claimants and in certain circumstances. For instance there is an “Article 2 Fund,” which provides lifetime pensions for anyone held in a concentration camp, ghetto, or who worked on a forced labor battalion, as well as a “Hardship Fund,” offering payments to any Jew who emigrated to the West from Soviet-bloc countries. So far the fraud accusations have centered on claims paid out from these two funds alone. But in addition to the Article 2 and Hardship funds, the Claims Conference also oversees a number of other funds as well, and this is what is alluded to by the words “other compensation programs” in the court papers filed by prosecutors. Apparently, if The Forward report is correct, defense attorneys are attempting to introduce evidence of fraud hitting the two other funds mentioned, and possibly others as well.

So far at least 31 people have been arrested, a good many of whom have already pled guilty. However, three of the arrestees are about to come to trial, including 55–year-old Semen Domnitser, who oversaw the Hardship and Article 2 funds, and as The Forward notes, “the government’s motions suggest, for the first time, that additional cases of fraud may have taken place.”

The disclosures of massive fraud at the Claims Conference has been a public relations nightmare for what has been often referred to as “the Holocaust industry.” So far, no one who held a top leadership position at the Claims Conference has been charged. Yet how is it possible that fraud of this magnitude could go on for 16 years with the organization’s president or some other top executive leader not getting wise to it?

And now, of course, we have prosecutors attempting to suppress evidence that the fraud may have been much larger than heretofore revealed. Why would prosecutors do that? Who benefits?

In addition to processing fraudulent claims, the Claims Conference has also allocated money to a variety of Jewish organizations for dubious uses, including the holding of an annual “March of the Living,” in which Jews from all over the world are transported to Poland where they march between two former concentration camps, Auschwitz and Birkenau, ostensibly to “strengthen their sense of Jewish identity.” And German taxpayers foot the bill. Claims Conference grants to the March of the Living had totaled more than $7.4 million as of the year 2007.

Has Taif Outlived its Function?

Politicians throw around several givens inspired by the post-Taif constitution. One group insists on its application and another believes now is the time to surpass it. However, discussing this agreement is at the heart of building a civil state and it’s a taboo that needs to be broken. Has Taif outlived its function?

The Taif agreement modified some of formal regular state functions. In principle, it was not a constitutional endeavor, but a political consensus. When the MPs went to the Saudi city of Taif, they were chaperoned by the Syrians, Saudis, and Americans. Negotiations by the sponsors preceded the amendment of each particular term or phrase. This led to the inclusion of vague references, which also contradict the spirit of the constitution.

To say, for example, that “[Lebanon] is a final homeland” is a cause of bewilderment: Is there any other country in the world whose constitution includes such a phrase? In fact, the mere mention of this phrase assumes that the situation could be otherwise.

Additionally, the mention of “coexistence” has no meaning or place in a constitution. Coexistence between who? Between citizens? Such a presumption cannot be included in a constitution.

One of the most prominent additions to the constitution are the words “Christian” and “Muslim.” This is a strange contradiction, since sects are entities that exist by law. Even on the level of terminology, there is no Christian sect and Muslim sect, but 18 sects. This is in addition to the use of the poetic phrase “spiritual families” to denote religious communities in the section on the Senate.
This means that a political statement was squeezed into the constitution, which is supposed to represent a pact of sorts. The text is suffering from interferences that make it hybrid, inapplicable, and incoherent.

The Taif Agreement is a bad arrangement that led to the wedging of political slogans in the constitution based on a consensus to end the war. Such statements are alien to a constitutional text.

In practice, Taif validated the sectarian nature of the state. Before Taif, the constitution did not mention the sects in terms of political representation. Although sectarian considerations were always present in its application, mainly in allocation of parliamentary seats, they were only inscribed in the constitution in Taif.

In reality, the agreement was interpreted through providing certain sects, headed by particular political forces, particular positions and pieces of the state. However, the system could not have functioned unless they all handed the ruling authority to a foreign side. Regional consensus gave this power to Syrian security officials, until changes in the arrangement led to their departure and disrupted the whole mechanism. Taif was interrupted by the lack of foreign rule.

Can the Taif Sensibilities be Surpassed Today?

We should ask a different question. Do sects exist as historically and socially independent entities that can form a state? If the answer is yes, then one might be able to speak about coexistence and dialogue between civilizations, in fact, even about federalism.

However, scientific analysis forces us into another direction. Most of those who lived within Lebanese territories, when they were being demarcated, were in fact farmers in isolated mountain regions within the Ottoman Empire. Throughout history, central authorities were not interested in running their affairs directly or taxing them.

These communities were marginal in the general environment so the Ottomans left them to their own devices, since the cost of their management was higher than the revenue they could have produced.
Lebanon’s sects are similar to the bedouin and Kurdish tribes. They are political and social formations similar to groups that are not a priority to central authorities, leaving them to fight among each other. Such segments lack civil power inside the center of power, therefore keeping its social relationships intact to protect itself.

From this perspective, sects seem like the continuity of strong family relations in societies where the central authority of the state has not intervened. If we do not have the courage to create a deep, overarching framework for a state, the situation will remain as is.

The main taboos that we must break are those that block the horizon of the civil state. The state in Lebanon is actually civil, but we should purify the constitution from some of Taif’s digressions.

لاتبدو في الأفق نهاية للعبة التذاكي التي لجأ إليها كبار المسؤولين في لبنان منذ اندلاع الأحداث السورية و هم يصممون عليها رغم بروز دلائل صلبة في الإعلام العالمي على تورط تيار المستقبل و رئيسه سعد الحريري و جماعات لبنانية متطرفة اخرى في تلك الأحداث عبر إيواء الفصائل الإرهابية و المشاركة في تسليحها و تمويلها .

أولا تعاظم مؤخرا حجم منصة الحريري و اوكارها و بلغ ألفا و أربعمئة مسلح إرهابي حسب الجهات الأمنية اللبنانية و التقارير الغربية حول عديد الوافدين و المقيمين من أعضاء جبهة النصرة ( القاعدة رسميا بعد مبايعة النصرة للظواهري و إثر بلاغ عمر بكري فستق ) و كل ذلك جرى إنشاؤه و تمويهه و التغاضي عنه بالمال القطري و بالمشيئة الأميركية الفرنسية و أصل العلة اوامر بندر بن سلطان المختار وصيا على البلاد راهنا بوصفة جنبلاطية لئيمة ترتد بعض سمومها على صاحبها مبكرا بعد تكليف الرئيس تمام سلام و إثر تراقص الحريري و العسيري على حبال الغزل الملغوم بحزب الله الذي يكيدون له منذ بيان المغامرة الشهير في حرب تموز حيث تكفل المقاومون بسحق أسطورة إسرائيل التوأم السيامي لمملكة السياف و المطاوع .

ثانيا طيلة عامين تناشد الدولة السورية المسؤولين اللبنانيين ضبط الحدود و تفكيك منصات العدوان عليها التي أقامها الحريري و حماها فرع المعلومات و سكت عليها كبار المسؤولين و ظلت سوريا تبلغ الرسائل و المذكرات بينما المسؤولون المعنيون ينكرون و يتجاهلون و يعدون الأيام على وعود جيفري فيلتمان و بندر و ينتظرون بكل قصر نظر فراغ العدوان الأميركي و الحرب الكونية من تدمير سوريا و إسقاط رئيسها و قد تحول بعض كبار المسؤولين عندنا بقدرة قادر إلى حكماء و وعاظ يفتلون رؤوسهم و يقلبون شفاههم في صالوناتهم الفاخرة و يقولون لزوارهم إن الرئيس بشار الأسد لم يسمع النصائح ( ممن ؟! ) متناسين ما كان و ما جرى في زمن لم ينقض عليه الزمن من حلهم و ترحالهم إلى دمشق و عن أسباب ثرواتهم و مواقعهم السياسية و الدستورية الغريبة عن بتع أذرعتهم الممدودة الآن بالسكاكين إلى ظهر سوريا و الممسكة بتلابيب الجيوب القطرية و السعودية و الأوامر الأميركية و الفرنسية التي تبلغوها و قبلوها في الزيارات السرية و العلنية .

ثالثا يتقدم الجيش العربي السوري في طريق قلب المعادلات الميدانية بفضل الاحتضان الشعبي المتزايد و يدخل العدوان العالمي حلقة حرجة بفعل الصمود العظيم لمنظومة المقاومة السورية المكونة من ثلاثي القائد بشار الأسد و الشعب و الجيش و يسد الجنود السوريون طرق التهريب و التسلل و يفتح الجيش العربي السوري نيرانه على اوكار المسلحين و السلاح الحدودية لشلها بعدما قعد المسؤولون اللبنانيون عن واجبهم و تواطأ بعضهم جهارا على سوريا فأذعن للطلبات الأميركية و قدم الحماية لعصابات التكفير و الإرهاب و خزن لها السلاح و منحها التسهيلات و هي اليوم تتستدير خطرا داهما على الأمن اللبناني فيما المسؤولون اللبنانيون يرطنون و يبرطمون احتجاجا على غارات سورية حدودية او على قذائف مدفعية غير طائشة مسددة إلى اوكار العصابات التي ينطلق منها إرهابيون لبنانيون و سوريون يحظون بدلال رعاية المعلومات و بعض الضباط الحريريين في الأجهزة اللبنانية .

رابعا على المبشرين بعهد الوصاية السعودي و المرجعية البندرية و المبتهجين بالعسيري و توجيهاته ان يقدموا تصوراتهم للشعب اللبناني في كيفية حل معضلات العبور البري للبضائع اللبنانية و في كيفية احتواء مرسلي بندر من عسكر القاعدة المتواجدين في لبنان بوصفة إعادة التوجيه لتدمير سوريا التي تستطيع مع تقدم قواتها المسلحة على الأرض ان تحمي امنها بزنار من النار على الحدود بينما الخطر الداهم يتربص بأمن لبنان من الأوكار التي أرساها سعد الحريري بطلب سعودي على أرض لبنان و قد تبعه في المغامرة مرتزقة قطر من الساسة و الإعلاميين و التكفيريين .

موقف مرشد الاخوان وخيرت الشاطر

 
 انتهى اللقاء لأن المجتمعين كانوا على موعد للقاء المرشد وخيرت الشاطر، وتم الاتفاق في هذا اللقاء على ترحيل الأزمة والتعايش خلال الفترة القادمة، وقد فهم أعضاء حماس من خلال هذا اللقاء أن موقف الأخوان المسلمين في مصر حالياً ليس مع إسقاط نظام بشار الأسد، لأن الإخوان المسلمين مقتنعون تماماً أن إخوان سوريا غير قادرين الآن ولا مؤهلين، وأن السيناريو الأقوى في حال سقوط نظام بشار الأسد هو تقسيم سوريا، وهو أكبر الأخطار التي تهدد أمن مصر القومي والإقليمي، وأكبر الإنفراجات لأزمة اسرائيل، وموقف الاخوان بالنسبة لدعم دول الخليج لما يحصل في سوريا غير مطمئن، وهم معنيون الآن باستعادة الدور السعودي على حساب الدور القطري، وهم ينظرون بريبة وشك وعدم اطمئنان لأي دور قطري،

المرشد تمنى على قادة حماس حسم خلافاتهم، والتوافق بالسرعة المطلقة، لأن الرئيس مرسي محرج من ملف المصالحة الفلسطينية، وهو يريد أولا حسم الخلافات داخل حماس، ثم الإنتقال فوراً لملف المصالحة، لأن التأخير لا يخدم مصر، والمطلوب منكم في هذه الفترة أن تساعدوا الرئيس مرسي قبل أن يساعدكم.. مصر الآن مهددة في أمنها، والرئيس مرسي أمام مصالح الأمن القومي المصري لا يهتم كثيرا،ً ولا يبحث عن مصالح لا الاخوان المسلمين ولا حماس، أمن مصر القومي خط أحمر لكل المصريين، ولا تنتظروا في هذه الفترة الشيء الكثير من الدكتور مرسي، عبئه ثقيل، والمطلوب أن تساعدوه لأن ملف المصالحة الفلسطينية هو انجاز مهم للدكتور ولمصر جميعاً، الوضع الفلسطيني الحالي هو ثغرة في جدار أمن مصر والمؤسسة الأمنية المصرية، والجيش ينظر بريبة لما يحدث في الأنفاق، وهناك تقارير أمنية تصل للدكتور مرسي تقول: إن إسرائيل تخترق بعض الأنفاق ما بين غزة ومصر، الدكتور مرسي لن يضحي ولن يهمل أمن مصر.


في الختام يجب أن نكون واعين جميعاً أننا في بداية الطريق، ويجب أن نضحي ببعض المصالح والمكاسب من أجل أن تكون تجربتنا في الحكم تجربة رائدة، فالكل يراهن ويتصيد فشلنا، والدكتور مرسي يمكن أن يتصادم مع الجميع، لكن لا يمكن أن يتصادم مع المؤسسة العسكرية والأجهزة الأمنية، من أجل أمن مصر.


يا إخواني بارك الله فيكم جميعاً، وننتظر أخباركم السارة القريبة ان شاء الله من أجل مصلحة شعبكم وأمتكم الإسلامية.
وبالقدر الذي تساعدوا أنفسكم فيه .. تساعدونا وتساعدوا مصر... وشكراً.


دعم قطري لرفع معنويات مشعل


 بعد هذا اللقاء أدرك مشعل أن الأمور التي سار عليها لم تكن مضمونه، وليس هو سيد الموقف، وغادر القاهرة متوجهاً إلى الدوحة وهو غاضب، دون أن يلتقي أو يودع أياً من قيادات حماس الموجودين في القاهرة.

فالموقف الذي أخذه بانتقال وتغيير موقع وموقف حماس لم ينل التأييد الكبير في صفوف حماس، بهذه الخيبة طلب فور عودته إلى قطر لقاءً سريعاً مع أمير قطر ليضعه بصورة ما حدث في القاهرة، مخبراً إياه أن موقفه صعب للغاية، وأن هناك حالة تمرد واسعة في صفوف حماس على قيادته، وأنه في هذه الحالة لم يعد سهلاً عليه مواصلة المشروع إلى نهايته، وأن تنحيه عن قيادة حماس هو أحد الأمور التي تشغل تفكيره الآن.


هنا شعر أمير قطر أن مشعل محبط للغاية وقد هزم في القاهرة، فلا بد من خطوة كبيرة من أجل عودة القوة إلى موقف وموقع مشعل، فطلب من رئيس الوزراء القطري ورئيس المخابرات القطرية التنسيق السريع مع حكومة تركيا ومخابراتها من أجل أن يذهب مشعل إلى تركيا، ويلتقي سريعاً بقيادة المعارضة السورية السياسيين والعسكريين، ليضعوه في صورة الأمور وما يحدث في سوريا والدور المطلوب منه في هذه المرحلة.



وفعلاً ذهب مشعل ومعه عزت الرشق ونزار عوض الله بمرافقة رئيس المخابرات القطرية إلى أسطنبول، وهناك في انضم إليهم صالح العاروري عضو المكتب السياسي المقيم بأسطنبول، وفوراً بدأت المخابرات التركية بعقد لقاءات سريعة بين وفد حماس وفصائل المعارضة السورية العسكرية والسياسية، كان الهدف منها هو رفع معنويات خالد مشعل وإقناعه بصحة الموقف الذي اتخذه.


مشعل يلتقي المعارضة السورية


 الخلاصة التي توصل إليها خالد مشعل في تركيا هي أن نظام الأسد قد انتهى، وأن سقوطه أصبح في غضون أسابيع، إذا لم يكن في غضون أيام؛ إن ما علمه من المعارضة السورية أن الأوروبيين والأميركان وحلف الناتو أصبحوا على وشك توجيه ضربة قاضية لنظام الأسد، وزاد القناعة أن موقفه كان صحيحاً، فالذهاب مع الفاتحين والمنتصرين أفضل لحماس من الهزيمة والهروب مع المنهزمين والخاسرين.

في لقاءاته في أسطنبول يبدو أن المعارضة السورية والمخابرات التركية والقطرية طلبت مساعدة مشعل في بعض التسهيلات الفنية واللوجستية، خصوصاً فيما يتعلق بالتواجد الإيراني وتواجد حزب الله في سوريا، ويبدو أن مشعل قد وافق ضمناً على ما طلب منه.

عاد مشعل إلى الدوحة مرتفع المعنويات، وإن كان صالح العاروري في اسطنبول قد طالبه بعدم الاندفاع السريع في هذا الاتجاه أو ذاك، وقال له: ماذا تريد من قادة المعارضة السورية أن يقولوا لك غير أنهم على أبواب دمشق؟ إن لم يقولوا إنهم على أبواب القصر الجمهوري في دمشق، وهذا ما ينفيه إخوتنا المقيمين في سوريا والمطلعين على أدق التفاصيل في سوريا. إخوتنا يقولون إن المعركة إن لم تكن مستحيلة فهي طويلة جداً بالنسبة لسقوط النظام.
كلام العاروري لم يؤثر كثيراً في مشعل الذي كان بحاجة لشيء يعيد اعتباره في حماس.

فور عودة مشعل إلى الدوحة طلبت منه المخابرات القطرية سرعة الإلتزام بتنفيذ ما وعد به المعارضة السورية، بالمساعدة للوصول لبعض الأهداف الإيرانية وحزب الله داخل الأراضي السورية، وفعلاً أعطاهم مشعل اسم وعنوان وطريقة الاتصال بأحد القادة العسكريين والأمنيين الكبار لحماس في سوريا، وهو ضابط ارتباط لحماس مع الإيرانيين وحزب الله وهو (كمال غناجة).


تصفية كمال غناجة .. وموقف حماس


 تحركت بعض قوى المعارضة السورية نحو غناجة في دمشق بناءً على ترتيب من خالد مشعل، وفعلاً التقى غناجة ببعض قادة المعارضة السورية، وطلبوا منه المساعدة وتسهيل ضرب أهداف ايرانية في سوريا، المفاجئ أن غناجة لم يكن من مؤيدي وجهة نظر مشعل، ويرى أن مشعل غير وفي بضرب رفاقه وحلفائه ومن احتضنوه، غناجة أبلغ قادة حزب الله الموجودين في سوريا بما حصل معه، وبعد التنسيق مع المخابرات السورية طلب من غناجة الإستمرار بالتنسيق مع المعارضة السورية، لكن وفق خطة يضعها الأمن السوري وأمن حزب الله لاصطياد المعارضة السورية، وفعلاً بقي غناجة يزود المعارضة السورية بأسماء وعناوين أنها للأمن الإيراني وحزب الله، وفي كل هجوم كانت تشنه المعارضة السورية على هذه الأهداف كانت تباد بالكامل، حتى شعرت المعارضة انها وقعت في كمين اسمه غناجة، فكان لا بد من تصفيته في منزل في إحدى ضواحي دمشق تدعى قدسية،  

وفور مقتله سارعت حماس بإصدار بيان تتهم فيه قوات النظام السوري بتصفية أحد قادتها وكوادرها، في محاولة منها لخلط الأوراق، ولم تكن على علم بأن غناجة كان على تنسيق دائم مع المخابرات السورية وحزب الله، وهذا ما دفع الحج (وفيق صفا) أحد القادة الأمنيين في حزب الله في لبنان إلى استدعاء عضو المكتب السياسي لحماس أسامة حمدان المقيم في بيروت للقاء سريع وعاجل، ومن هذا اللقاء أسقط في يد حماس بعد أن أطلع الحج وفيق صفا اسامة حمدان على كاسيت فيديو بالصوت والصورة لغناجة وهو يروي بأدق التفاصيل ما حصل معه، وكيف طلب منه التعاون مع المعارضة السورية، وكيف رفض، ولماذا رفض، وكيف تعامل من ناحية وطنية وضمير مع هذه الموضوع، محملاً مسؤولية ما حصل لخالد مشعل.


أسامة حمدان فور خروجه من لقاء وفيق صفا أصدر بياناً صحفياً أعلن فيه أن غناجة ربما يكون قد قتل على أيدي مجموعة تابعة للموساد الإسرائيلي، نافياً تحميل النظام السوري مسؤولية مقلته، هذا الموقف من أسامة حمدان جاء بعد تهديد الحج وفيق صفا لحماس مطالباً إياهم بإعلان بيان واضح يبرئ النظام السوري من مقتل غناجة الآن، فإن لم تفعلوا فهذا الكاسيت سيبث مساء اليوم على تلفزيون الميادين فوراً.


بيان أسامة حمدان هذا من بيروت رد عليه عزت الرشق ببيان آخر من الدوحة يقول فيه: إن غناجة قد قتل في سوريا نتيجة انفجار مولد كهربائي في شقته في قدسية.


ايران تحظر التعامل مع مشعل



 
بعد كل هذا أدرك مشعل أن الأمر قد انكشف، وأن حماس ربما تكون قد خسرت أكبر حلفائها؛ وهما ايران وحزب الله، وهنا تدخل بعض القادة من التيار الآخر المحسوبين على ايران وحزب الله لتطويق تداعيات ما حصل، محملين خالد مشعل شخصياً مسؤولية ما حصل، ولم يكن قادة حماس على علم بكل هذه الترتيبات، ولو عرضت عليهم لرفضوها بالمطلق.

سعيد جليلي وموسى ابو مرزوقهذا الموقف أقنع القيادة الإيرانية بأن يكون قرارها فقط حظر التعامل مع مشعل شخصياً ومن معه دون أن يكون حظر للتعامل مع حماس بالمجمل، على اثر ذلك توجه وفد قيادي عالِ من حماس بقيادة موسى أبو مرزوق وعدد من أعضاء المكتب السياسي كان بينهم احمد الجعبري وعماد العلمي إلى إيران، وتم الإتفاق مع الإيرانيين على طي هذه الصفحة، والتحقيق المشترك فيما بينهم بخصوص ما حصل، والتأكيد على العلاقة الإستراتيجية بين حماس وطهران، وتم الإتفاق أيضاً على وقف أي تعامل رسمي (أمني، مالي، سياسي، عسكري) مع خالد مشعل، وتم الاتفاق أيضاً على أن ايران ستبقى ملتزمة بمعونتها المالية الثابتة لحماس على أن تكون: (سبعة ملايين دولار شهرياً لكتائب القسام من خلال أحمد الجعبري، وسبع ملايين دولار شهرياً تصرف لحماس في سوريا ولبنان من خلال حزب الله، ومليون دولار شهرياً تذهب لمكتب هنية في غزة).


هذا الإتفاق الذي كُرِّس في طهران جعل من مشعل مجرد قائد بلا معنى، وبدا أن التيار المعارض له قد كسب جولته الأخيرة معه، خصوصاً بعد انحياز أبو مرزوق وهنية للتيار المعارض لمشعل في هذه القضية، أي أن قيادة حماس اتخذت قراراً بعزله فعلياً مع الإبقاء عليه رسمياً، وكان القرار الأهم لحماس بالموافقة على عودة عماد العلمي عضو المكتب السياسي في حماس للإقامة الدائمة في قطاع غزة، وهو ما يفسر على أنه تعزيز للقرار الإيراني في حماس، كون العلمي الشخصية الأقرب لإيران في حماس.


اعمار غزة لتقوية مشعل


 بعد هذا، شعر القطريون ومن معهم أن كل ما خططوا له بالسيطرة على قرار حماس لم ينجح، إن لم نقل إنه قد فشل، كان لا بد من خطوة قطرية قوية تمكنها من العودة لاستقطاب الجزء الأكبر من قيادة وكوادر حماس، وأبلغ مشعل من قبل أمير قطر أنه ذاهب إلى غزة، وسيدفع أموالاً طائلة هناك من أجل إعادة الإعمار، وأن كل هذه الزيارة ستتم فقط بالتنسيق مع مشعل شخصياً، مما يعيد إليه الاعتبار والقوة في قيادة حماس، وفك الاصطفاف الحاد في قيادة حماس ضد مشعل، وفعلاً تمت هذه الزيارة، وأغدقت الأموال بكثرة، دون أن تكون لها أي أثر في تغيير موازين القوى في قيادة حماس.

المشروع القطري كان يقوم بالنسبة للملف السوري على جر حلف الناتو للتدخل المباشر في سوريا كما حصل في ليبيا، وكانت الإستراتيجية القطرية تنطلق من أن يكشف بشكل واضح ومباشر عن تدخل خارجي لصالح النظام السوري من قبل ايران وحزب الله، ليكون سبباً ومبرراً لحلف الناتو في التدخل المباشر لحماية الشعب السوري، وكانت الاستراتيجية الإيرانية تنطلق من أن الطرف الأقدر على كشف هذا الدور الإيراني وحزب الله في سوريا هي حركة حماس، كونها حليفاً لهما، وتعرف أدق التفاصيل في سوريا، إلا أن هذا قد فشل بانكشاف لعبة مشعل القطرية من خلال اغتيال غناجة.


مساعدات قطرية مشروطة ومدققة اميركيا


 كل المساعدات القطرية إلى غزة كانت مشروطة بأن لا يذهب أي دولار واحد لعمل أمني أو عسكري، وكل المشاريع التي يجري تنفيذها في غزة هي بعلاقة مباشرة بين الممول القطري والمقاول، وكل الفواتير التي تدفع من قطر تذهب للتدقيق عند الاميركان.

مشعل أدرك أن الأمور لم تسر كما أراد وأن هناك فراغاً في الدعم لحماس، لم يجد بديلاً عن إيران، وأن رهانه على قطر لم يحقق غايته، فهو يعرف مسبقاً أن قطر غير قادرة على أن تكون بديلاً لإيران، لأنها تعمل وفق معادلة أمريكية اسرائيلية، أي لا تستطيع أن تغطي ثمن رصاصة واحدة، وغير مسموح لها بذلك.
 

نتائج زيارة أمير قطر لغزة.. واغتيال الجعبري


 يبدو أن نتائج زيارة أمير قطر لم تعطِ النتائج التي كانت تريدها اسرائيل والولايات المتحدة، وكانت بالنسبة لهم فاشلة، فحماس استفادت منها أكثر من كل الاطراف التي خططت لها، فمعادلة الصراع في حماس بقيت على ما هي عليه، وبالعكس من ذلك فانتخابات مجلس الشورى أظهرت سيطرة التيار المعارض لمشعل على الصورة؛ هناك في حماس من يتهم أمير قطر بصورة مباشرة بأنها دفعت اسرائيل لاغتيال الجعبري، في محاولة منها لتغيير موازين القوى داخل حماس، وهناك من يطالب مجلس الشورى والمكتب السياسي بتشكيل لجنة تحقيق في ظروف استشهاد الجعبري، دون اتهام لأي طرف في حماس بالوقوف وراء ذلك، وإن كان الاتهام منصباً فقط على قطر وجهاز مخابراتها، خصوصاً أن مدير المخابرات القطرية هو الذي رتب لزيارة أمير قطر إلى غزة بالتنسيق مع الجانب الإسرائيلي والأميركي، وكل اللقاءات التي أجراها مدير المخابرات القطرية في غزة لم تكن ايجابية، وإن كان قد قال: (إن الأسلحة الليبية ممكن أن تكون لكم بديلاً عن السلاح الإيراني، ويمكن لكم من خلال علاقاتكم مع بعض القوى في ليبيا أن تحققوا ما تريدون).



إن اغتيال الجعبري شكل صدمة كبيرة لحماس، وخصوصاً لخالد مشعل، لأن الجعبري كان المد القوي والمعارض بشدة لمنهج مشعل، وشعر مشعل أنه استدرج بطريقة حقيرة ومرتبة لوضعه في محل اتهام، لينساق نهائياً في المشروع القطري، لكن ذلك دفع مشعل سريعاً نحو الطرف الآخر، معلناً التزامه بكل توجهاتهم، وأن دم الجعبري لن يذهب هدراً، وكان من أشد المتطرفين في حرب غزة الأخيرة معتبراً ذلك صك غفران وإعلان براءة مما سار عليه، وبذلك قاد المفاوضات بالقاهرة بكل فروسية، وكان مستقوياً برمضان شلح، الذي أصّرت طهران على وجوده كمفاوض أساس ومباشر على طاولة المفاوضات، خصوصاً أن موازين القوى العسكرية في قطاع غزة أصبحت تميل لصالح حركة الجهاد الإسلامي.


الجهاد الاسلامي.. دعم ايراني وقبول فلسطيني



 
الفترة الأخيرة شهدت امتلاك حركة الجهاد الإسلامي في غزة بعض الأسلحة التي لم تكن بحوزة حركة حماس، وأن الدعم الإيراني والقبول الفلسطيني العام لحركة الجهاد الإسلامي يمكن أن يجعل منها القوة الرئيسة في قطاع غزة، خصوصاً أن شلح، وخلال مفاوضات وقف اطلاق النار في القاهرة، وبالتنسيق مع المخابرات المصرية التي أدارت هذه المفاوضات، كان على اتصال مباشر بالرئيس محمود عباس، وهذه رسالة واضحة وصريحة من إيران وشلح إلى حركة حماس، بأنكم لم تعودوا المرجعية والجهة الوحيدة التي تقرر بشأن قطاع غزة، حماس قبلت بكل ذلك في محاولة لعدم خسارة الدعم الإيراني ودفع ايران لشطبها من معادلة المقاومة، واستبدالها بحركة الجهاد الإسلامي كقوة وحيدة تتلقى الدعم الإيراني وتكون قادرة (حركة الجهاد الإسلامي) على مساعدة قوى منظمة التحرير الفلسطينية في غزة، وهذا الذي تريده إيران على المدى الطويل، لأن إيران اعتبرت نفسها خاسرة برهانها على حماس، وأن حماس لم تتردد في حال تحقيق مصالحها الضيقة، في التخلي عن حلفائها، وبالعكس من ذلك التآمر عليهم، وهذا ما تفعل من أجله حماس من أجل استعادة الثقة المفقودة مع ايران.


زيارة "الهزيمة"


بعد انتهاء معركة غزة وذهاب مشعل إلى غزة ومنع شلح من ذلك،، ذهاب مشعل كان محاولة منه للملمة قوى حماس المتناثرة، وحاول اقناع شلح بأنه لولا حاجة حماس الضرورية لذهابه إلى غزة، لما وافق على الذهاب منفرداً إلى غزة.
 رحلة مشعل إلى غزة وإن حاولوا تصويرها بأنها زيارة الإنتصار العسكري والسياسي إلا انها كانت زيارة الهزيمة الداخلية لخالد مشعل ورهاناته.

خالد مشعل وخلال الزيارة إلى غزة تملص من عقد أي جلسة رسمية للأطر القيادية لحماس في قطاع غزة، مكتفياً بأن تكون زيارته اعلامية وسياسية ومجتمعية، ويقال إن الزهار قد قدم لمشعل طلبا رسمياً بعقد جلسة طارئة لمجلس الشورى، من أجل البحث في قضية اغتيال الجعبري، وخصوصاً أن مشعل وقبل 3 أيام من اغتيال الجعبري، قد أبلغ الجعبري شخصياً بأن المصريين أبلغوه بأن اسرائيل التزمت ووافقت على اتفاق التهدئة أو الهدنة الطويلة، وأن بإمكان الجعبري أن يتحرك بطريقة أوسع، لكن مع الحذر.
 
 
 

لقاء في غزة دون حضور مشعل

 بعد مغادرة مشعل قطاع غزة وبقاء أبو مرزوق بالقطاع، عقد لقاء موسع مع أبو مرزوق وعماد العلمي، الذي قال في الإجتماع: (إن بحوزته أدلة على أن أحد أجهزة الأمن العربية هي التي طلبت من إسرائيل تصفية الجعبري، وأن هذه الأدلة لن يطرحها إلا في اجتماع رسمي لمجلس الشورى)؛ العلمي أضاف: (يمكن لنا أن نستفيد من أي دعم موجه لنا إن كان ذلك لا يهدف لمصادرة قرارنا أو لا يهدف إلى اختراقنا لصالح اسرائيل، نحن بأمس الحاجة لاجتماع أطرنا القيادية لمناقشة مسارنا بالفترة الماضية، لأننا بمقتل الجعبري تعرضنا لزلزال قوي وكبير، يجب دراسته بكل تفاصيله).

نصر الله.. عتب وغضب من مشعل

بعد عودة أبو مرزوق من قطاع غزة، وخلال وجود مشعل في الدوحة، طلب أبو مرزوق من مشعل ضرورة اللقاء السريع على أن يكون اللقاء في القاهرة وليس في الدوحة، حضر مشعل إلى القاهرة وتناقش مع أبو مرزوق بكل التفاصيل التي جاء بها من غزة، وحضر اللقاء أسامة حمدان الذي جاء من بيروت، وكان في طريقه إلى القطاع، ونقل حمدان موقف حماس في الساحة السورية واللبنانية الذي كان متقاطعاً تماماً مع موقف العلمي في قطاع غزة، وخلال اللقاء سلم أسامة حمدان كاسيت الفيديو الذي يتحدث فيه غناجة عن ما طُلب منه.
أسامة حمدان أبلغ مشعل أن هذا الكاسيت هدية من الشيخ حسن نصر الله إليك شخصياً، وقال حمدان: إنّ الشيخ حسن نصر الله أصر علي أن أسلمك إياه باليد، ويستحلفك بالله يا أبا الوليد أن تكون أميناً ووفياً لقضية شعبك، ويقول لك إنك عندما حضرت اليه في بداية الأزمة السورية من أجل أن يقوم نصر الله بالحديث مع الأسد بضرورة حل الأزمة السورية من بدايتها، قال لك نصر الله بوضوح: (أنا كلمت الرئيس الأسد وسأكلمه، لكن يا أبو الوليد خذ هالنصيحة من أخوك، لا تلعبوا بالورقة السورية، الورقة السورية ليست ورقة داخلية، وليست صراعات داخلية سورية، الأزمة السورية أكبر من ذلك وأكبر مما تتصور. ليست حقوقا وديمقراطية ولو كانت كذلك سأحلها خلال ساعة، معركة سوريا معركة معد لها إقليمياً ودولياً، ولن تنتهي بإعطاء بعض الحقوق هنا وهناك، إياكم والإنزلاق في هذه الأزمة، إذا شعرتم بأن القيادة السورية تدفعكم لاتخاذ موقف ما سأقف معكم في مواجهة ذلك، وكل الأطرف الفلسطينية الأخرى من مصلحتها عدم الانزلاق بالمسألة السورية من هنا وهناك، أنتم إن لم تكونوا مجتمعين لن تكونوا مع أي طرف من الأطراف، لكن الكلام ما زال على لسان نصر الله، اتفقت مع أبو الوليد على ذلك، لكن الأخ العزيز لم يصدقني القول، وكنت طيلة الفترة الماضية فرقة إطفاء لترميم العلاقة بين حماس وسوريا، وهناك أعدادٌ كبيرة من حماس ساهمتُ بإطلاق سراحهم من السجون السورية كانوا متورطين بالنزاع المسلح في سوريا).

أسامة حمدان نقل غضب وعتب حسن نصر الله إلى مشعل لتصرفاته وتصريحاته ما بعد حرب غزة الثانية، متهماً مشعل بأنه لم يكن وفياً لدم الشهداء، وأنه استخدم نصر غزة في بازار النفاق السياسي وبيع المواقف، نصر الله قال: أليس عيباً أن يبدأ مشعل بشكر قطر بنصر غزة ولم يقم بشكر من يستحق الشكر، أليس هذا استفزازاً أو نكراناً لجميع من ساهم بصورة حقيقية لنصر غزة، نحن في حزب الله لم ننتظر شكر مشعل، لأننا نتعامل مع ذلك بصيغة الواجب وليس بصيغة الإمتنان، ولكن ألا تستحق إيران الشكر؟ ألم تستحق سوريا الشكر؟
 أسامة حمدان أبلغ مشعل في القاهرة أنه سيتوجه إلى طهران عقب عودته من غزة، مطالباً مشعل بالعمل قدر الإمكان وبالسرعة القصوى على انعقاد مجلس شورى حماس، لانتخاب القيادة الجديدة لأن الوضع الذي نمر فيه أصبح لا يحتمل، وهناك تكتلات جديدة بدأت بالظهور في الحركة، وإن استمرار ذلك سيدمر الحركة، وسيكون كل تكتل معبراً عن الجغرافيا التي يعيش على أرضها، نحن يا أبو الوليد وفي آخر جلسة للمكتب السياسي عقدناها كان هناك اتفاق واضح وصارم أن نكون حذرين وحساسين لما يحصل في المنطقة، لكننا انزلقنا هنا وهناك، وهذا ما أثر على موقف الحركة ووحدتها.

Lebanon: New Prime Minister Breaks the Mold

Lebanon’s designated prime minister Tammam Salam has declared his intention to head a consensus government with the “national interest” as its slogan.

He made it clear that his government’s main task would be to oversee the parliamentary election according to a law agreed upon by all sides. To start off on a good foot with everyone, he insisted that he is politically neutral and not beholden to any parties.

Of course everyone is waiting to see how Salam will approach Hezbollah, not only on the formula for the new government, but also on Syria and the party’s resistance activities. March 14’s hawks are talking less these days about the Resistance’s weapons – they’re more concerned about Hezbollah’s presence in Syria.

But developments over the last two years have prompted some March 14 leaders, including Salam, to raise questions about the growing amount of weapons in the hands of Hezbollah’s foes, which have become a greater source of worry for the Lebanese than those under the control of the Resistance.
Hezbollah need not put the prime minister-designate through any tests to know his position on the issues that matter most to the party. They’re quite comfortable that he won’t repeat the actions of his Future Movement predecessors Saad Hariri and Fouad Siniora

Michel Aoun, too, has little to worry about, particularly on the question of Salam’s relations with radical Islamist currents, like the Salafis. It is true that the two men are not in regular contact, but those who shuttle between them claim that Salam’s positions are reassuring to Christians in Lebanon.

Practically speaking, there are no major obstacles between Salam, on one side, and March 8 and Aoun’s Free Patriotic Movement, on the other. The coming days will reveal that the two sides conducted negotiations far from the media, which are likely to produce a better relationship than the one that existed with outgoing prime minister Najib Mikati.

In the end, however, the task of forming a new government will largely depend on how quickly the contending sides can agree on a new electoral law. Without such a breakthrough, Salam’s mission may very well become a long and difficult one.

But what about Salam’s relationship to the Future Movement and March 14, or even the ascending Islamist forces? How will he deal with the demands placed on him by Hariri’s men and to what extent will they leave him room to make his own choices?


Most Lebanese know by now that Salam was not Hariri’s optimal choice for prime minister. Both he and his Saudi patrons would have preferred former Internal Security Forces commander Ashraf Rifi, but the moment was not yet right to maneuver him into office.

Salam may not pose any real danger to Hariri’s position among Sunnis, but there are many in Beirut – Salam’s hometown – that feel that they have been marginalized since the ascent of the Hariris to power two decades ago. It is enough for Salam to hear out Beiruti politicians, activists, and leaders to understand the scale of discontent in the capital.

As for his outlook toward the rising Islamist forces, Salam is a conservative in the traditional sense, for whom political Islam represents a headache for Lebanon’s Sunnis, primarily due to the way it relates to the country’s diverse religious and confessional landscape.

It is well-known that Salam’s daily life is full of close interactions with Beirut’s many sects, as well as the city’s mix of political and social currents. This is in stark contrast to the inward-looking and communal life-style advocated by the Salafis.

In many ways, Salam may find it easier to deal with Hezbollah and Aoun than his traditional March 14 allies, who have already laid political claim to the prime minister-designate.

Muslim Brotherhood Paves Way for Qatar’s Ascent

In the wake of the Arab uprisings, Qatar is using its vast wealth and media empire to become a regional superpower. Its historic ties with the Muslim Brotherhood will determine the success of Doha’s strategy.

It is not unusual for a country like Saudi Arabia to try to play a leading role in the region’s politics, but for a tiny nation like Qatar – with a native population of no more than 200,000 people – it is remarkable.

Due mainly to its vast oil and gas wealth, the small Gulf peninsula is able to stand among the region’s central powers. Qatar has been successful in leveraging its economic fortune and al-Jazeera media empire to bolster its reputation as a regional superpower.

In the years prior to the Arab uprising, Qatar adhered to a pragmatic diplomacy, building strong relationships with sworn enemies like the US and Iran or Hamas and Israel. In a sense, Doha preceded Turkey in successfully implementing a “zero problems” foreign policy.

Today, however, Qatar has moved more boldly, taking sides in the upheavals sweeping the Arab world and unleashing al-Jazeera against its enemies. It has effectively placed itself in the eye of the storm.

After its media support of the revolutionaries, Doha is getting cozy with Egypt and Tunisia’s new Islamist rulers. In Libya, Qatar was at the forefront of Arab military and financial support for the NATO and Libyan rebel forces that unseated Muammar Gaddafi. In Syria, the emir is risking everything to bring down the Bashar al-Assad regime.

At the center of Qatar’s strategy is its historic ties with the Muslim Brotherhood, who have become the main beneficiaries of the Arab uprisings. Betting on the Brotherhood, however, has its risks – particularly among the other Gulf states, who view them as a greater threat than Iran.

The Brotherhood in Qatar

The presence of the Muslim Brotherhood from a number of Arab countries in Qatar dates back to the 1950s, when many of its members were forced into exile, in particular from Gamal Abdul-Nasser’s Egypt. In 1999, the Qatari branch of the Muslim Brotherhood dissolved itself, with it leader Jassem Sultan declaring in 2003 that the state was adequately fulfilling its religious obligations.
Similar attempts to reconcile the Brotherhood with the ruling family in the United Arab Emirates were not as successful. The UAE branch of the Brotherhood, called al-Islah, was allowed to operate as a charitable organization, but had to cease its political activities.

Over time, ties between Qatar and prominent Brotherhood members grew, most notably with Sheikh Yusuf al-Qaradawi and a long list of Islamist journalists and activists who flooded the ranks of al-Jazeera, including its former general manager Wadah Khanfar (Jordanian Muslim Brotherhood) and Tunisian Foreign Minister Rafiq Abdul-Salam, who headed up the channel’s research center.

Qatar has wasted no time in coming to the support of the new Muslim Brotherhood regimes by filling their coffers. Contrary to other Gulf states, which reduced their investments in Egypt after Mubarak’s fall, Doha has promised to raise its share to $18 billion in the coming years.

Qatar’s lavish spending on the Islamists also succeeded in luring Palestinian Hamas away from Iran and Syria. In a recent trip to the Gaza Strip, the country’s emir Sheikh Hamad Bin Khalifa al-Thani launched investments and initiated projects that amounted to a quarter of a billion dollars.

Gulf Discontent

Qatar’s embrace of the Muslim Brotherhood is a source of discontent among its Gulf neighbors, particularly Saudi Arabia and the UAE. This is not the first time Doha has ruffled feathers in the area, as it was once on the best of terms – primarily for economic reasons – with Iran.

But the remaining Gulf monarchies are growing increasingly wary of the rise of the Brotherhood in the region. Some view the Brotherhood as a greater threat than Iran. The UAE’s recent arrest of dozens of Islah members for allegedly plotting to overthrow the regime is but one example.
Saudi media are becoming more open in their criticism of Qatar’s relationship with the Brotherhood and the UAE is in the process of launching a television station directed against them. Kuwait has yet to send even a symbolic amount of aid to buffet Egypt’s ailing economy.

This situation has made Qatar careful not to upset its Gulf neighbors, putting out any fires before they spread. When Qaradawi, for example, publicly criticized the UAE for deporting Syrians to Egypt in May 2012, al-Thani appeared in Abu Dhabi the next day for damage control.

Qatar’s policy in the Gulf appears to be an extension of its earlier pragmatic approach of allying itself with bitter enemies, reconciling between its Gulf partners and its patronage of the Muslim Brotherhood. However, in other parts of the Arab world, like Syria, it is playing a new and potentially dangerous game of staking all in favor of one side against the other.

A Peek at Salam’s Controversial Cabinet

As premier-designate Tammam Salam focuses on forming his cabinet, the March 8 alliance made three observations about Salam that, in their view, do not bode well for the future.

First, March 8 remarked, Salam announced his candidacy from the home of former prime minister Saad Hariri. This occurred during a theatrical March 14 meeting meant to signal their return to power via a “bloodless coup.”

Second, Salam did not reach out to any senior leaders in March 8 after his designation, as is customary for new prime ministers. Salam’s excuse: he was preoccupied.

Third, March 8 questioned why Salam did not follow in the footsteps of his predecessors Hariri and Mikati, by immediately visiting Hezbollah Secretary General Hassan Nasrallah after being named prime minister. Hariri and Mikati’s goal was to initiate strategic dialogue with Nasrallah and boost cooperation. According to sources in Hezbollah, the current premier-designate and the Resistance party are not estranged.

One explanation has come from former prime minister Fouad Siniora’s circles, which purported that Salam’s political directive is clear: lead a government of independents to oversee the elections – a longstanding demand of both Saudi Arabia and March 14.

In this context, Al-Akhbar has learned from informed sources that on Wednesday evening, Siniora was putting the final touches on his cabinet line-up. It was not clear whether the former prime minister had handed over his list to the premier-designate, or if the latter would even adopt it.

Siniora’s line-up is based on a technocratic government comprising 14 ministers (seven Muslim and seven Christian). Al-Akhbar learned the majority of names on Siniora’s list, including:

Shia ministers: Raed Sharaf al-Din, first deputy governor of the Central Bank of Lebanon (BDL) and Youssef Khalil, a director at BDL. Al-Akhbar could not obtain the third name.

Sunni ministers: In addition to Salam, Siniora’s “cabinet recipe” includes four additional names, two of which would be chosen: Abdul-Hafiz Mansour, head of the BDL’s anti-money laundering commission and close to the Future Movement; Mohammed al-Mashnouq, who is close to Salam; Ashraf Rifi, head of the Internal Security Forces, as a possible contender for the ministry of interior; and former minister Khaled Qabbani.

Maronite ministers: The list included three names, three of which would be selected: Bassam Yammine, former energy minister in Mikati’s 2005 government and close to MP Suleiman Franjieh; former finance minister Jihad Azour for the same post; Joseph Tarabay; Naji al-Bustani, who is close to President Michel Suleiman and March 8; and former Minister Ziad Baroud.

Druze ministers: Bahij Abu Hamzeh for the energy ministry. Abu Hamzeh is the “secret ingredient” meant to entice Druze MP Walid Jumblatt to give a vote of confidence to the proposed cabinet in parliament.

Sources believe that, if adopted by Salam, President Suleiman may endorse this line-up. For his part, Jumblatt pledged to Speaker of Parliament Nabih Berri not to consent to a government that is not acceptable to all political factions, particularly Hezbollah. Jumblatt may give such a government a vote of no-confidence, setting off a new round of negotiations to form a new cabinet.
Prominent March 8 sources said that Siniora’s circles are presenting the line-up in question as a fait accompli. To be sure, the proposed line-up would be a gross violation of the national pact, the constitution, and all norms in place, and would hence be unacceptable to many factions.

On Thursday, President Suleiman met with Salam to discuss the outcome of the consultations. The premier-designate spoke to reporters afterwards, and said, “The main concern now is forming the cabinet. We will switch off our engines so that we can focus on reaching a good outcome.”
